On 1 July, a meeting of the training team of the Andalusian Council of Labour Relations (CARL) was held at Floating House Tarifa. CARL is the body responsible for the Extrajudicial System of Labour Dispute Resolution of Andalusia (SERCLA). The purpose of the meeting was to organise advanced training in labour mediation for the mediators working in this body. The mediators have already received initial training, which will be provided by the Menéndez Pelayo International University.


The aim is to establish this training as a standard for future labour mediators in Spain. The meeting also served as an opportunity for reflection, concentration, relaxation, and team-building, for which Floating House Tarifa is an ideal venue.


What is El Consejo Andaluz de Relaciones Laborales (CARL)?

The Andalusian Labour Relations Council (CARL) is a tripartite collegiate body, made up of the most representative business and trade union organisations in our Autonomous Community, the Andalusian Confederation of Employers, the Andalusian General Union of Workers and the Andalusian Workers' Commissions, as well as the Andalusian Regional Government, and is integrated within the organisational structure of the Regional Ministry of Employment, Enterprise and Self-Employment. It was created by one of the first laws of the Andalusian Parliament (Law 4/1983 of 27 June 1983). In line with international guidelines on Labour Administration, it was created to guarantee "consultation, cooperation and negotiation between public authorities and the most representative organisations of employers and workers".


What is the nature of SERCLA, Extrajudicial System of Labour Dispute Resolution of Andalusia?

The out-of-court system for the resolution of labour disputes in Andalusia, SERCLA, fosters collective autonomy and collective bargaining. It is a beneficial instrument that promotes agreement spaces and participatory conflict management, seeking solutions based on consensus and co-responsibility. This system is expected to improve the fluidity and normalisation of labour relations in Andalusia, contributing to social peace, which is fundamental for the efficiency and competitiveness of the productive system and the creation of employment in the autonomous region.
